Building capacity in quality assurance for VET providers across Europe through collaborative partnerships and knowledge exchange.
Project Overview
MFHEA is EQAVET National Reference Point and collaborating closely with other EQAVET NRPs and experts, the MFHEA aims to foster a culture of quality assurance and improvement within Vocational Education and Training (VET) systems. Through this initiative, we seek to enhance the attractiveness of VET, both nationally and across Europe, by developing an online Continuing Professional Development (CPD) course in VET Quality Assurance.
The project not only seeks to facilitate European collaboration but also aims to build institutional capacity through ongoing professional development in this critical area. By participating in this initiative, individuals can enhance their employability as they not only acquire new knowledge but also refine their management and leadership skills based on best practices and case studies from different countries.

Questionnaire
A report based on a survey of stakeholders in 2024 as well as focus groups, which provides an overview of where VET Institutions across Europe stand vis a vis the EQAVET Framework, highlighting gaps and barriers to its implementation, as well as examples of good practice.

Online Focus Group on Strategy, Policies and Procedures, Maintaining and Continuously Improving QA System in VET Institutions and Innovation in Teaching and Learning
The MFHEA conducted an online focus group session as part of the CPD in Vocational Education and Training Quality Assurance (EQAVET 2023) project. The session was held on 15th April 2024 and led by two experts Gino Schiavone and Nino Buić. Thirteen experts from various countries took part in discussions on strategy, policies and procedures, maintenance and continuous improvement of the quality assurance system in VET institutions and innovation in teaching and learning.
Hybrid Focus Group on Innovation in Teaching and Learning, Quality Assurance of Work-Based Learning, Internationalisation and Synergies Between ESG Standards and EQAVET Framework
On 24th April 2024 MFHEA conducted a hybrid focus group from Estonia as part of the CPD in VET QA (EQAVET 2023) project. During the session, participants engaged in discussions on innovation in teaching and learning, quality assurance of work-based learning, internationalisation and synergies between ESG standards and EQAVET Framework.
Online Focus Group on Strategy, Policies and Procedures, Quality Assurance of Work-Based Learning, and Quality Assurance of Micro-Credentials
The MFHEA hosted the third and final focus group session as part of the CPD in Vocational Education and Training Quality Assurance (EQAVET 2023) project on 8th May 2024. The session was led by experts Gino Schiavone and Nino Buić. The session brought together specialists from various countries to discuss strategy, policies and procedures, quality assurance of work-based learning, and quality assurance of micro-credentials.
MFHEA hosted online peer review
The MFHEA hosted an online peer review in December 2024, during which EQAVET Network members from Croatia, Italy, Hungary, Romania and French-speaking Belgium provided feedback on a handbook drafted by the MFHEA to support initial licensing and subsequent re-accreditation of further education institutions and centres in Malta.
Experts designed curriculum material
A team of experts developed the curriculum and learning materials for the CPD in VET Quality Assurance course. This included designing the modules, creating course content, conducting stakeholder interviews, and producing video-based learning resources to support the online programme.
Quality Assurance of Work-Based Learning (WBL) Workshop
MFHEA organised a workshop to promote quality assurance in work-based learning. The event brought together key stakeholders to share best practices and strengthen collaboration between education and industry.
Synergies between EQAVET and ESG Workshop (Webinar)
MFHEA hosted an online workshop exploring the synergies between the EQAVET Framework and the ESG to strengthen quality assurance in further and higher education. The event brought together policymakers, quality assurance practitioners, and educational leaders to share knowledge and best practices.
Strategy, Policies and Procedures in VET QA Workshop (Webinar)
The webinar explored strategies, policies, and procedures that support effective quality assurance in Vocational Education and Training (VET). It focused on student-centred learning, teaching staff, learning resources, and student support, promoting a culture of continuous quality improvement.
Development of the CPD in VET Quality Assurance Course
The development of the CPD in VET QA course focused on creating seven self-paced modules delivered through a Moodle-based platform, providing flexible access to high-quality learning resources that support professional development in VET quality assurance.
Focus group
Following a call for expressions of interest, online focus groups were held on 11 and 12 September 2025, bringing together local and international experts and VET providers. The sessions gathered structured feedback on the content and design of the CPD in VET Quality Assurance modules, helping to ensure their relevance, quality, and alignment with sector needs. The insights collected will be used to finalise the modules, ensuring they meet the needs of the VET community.
Experts review of the CPD in VET QA modules
Experts in the relevant fields were engaged to review the CPD in VET Quality Assurance modules and provide feedback and recommendations to enhance the quality, relevance, and effectiveness of the course content.
Participating in Peer Reviews
As part of the EQAVET Network’s mutual learning activities, MFHEA representatives participated in a series of international peer reviews to exchange knowledge, share best practices, and strengthen quality assurance in Vocational Education and Training (VET). These included Quality Assurance in CVET (Vilnius, Lithuania, 15–16 April 2025), Recognition of Competence as Part of Personalisation of Studies (online, Finland, 26–27 November 2025), and The Link between CVET and Micro-credentials (Greece, 25–26 June 2026). Participation in these peer reviews supported collaboration with European counterparts and contributed to the continuous improvement of Malta’s VET quality assurance system.
Launch of the EQAVET website
The EQAVET website was developed as a dedicated platform for Vocational Education and Training (VET) institutions, providing readily accessible information, resources, and activities related to quality assurance in VET. It also serves as the home of the CPD in VET Quality Assurance course, supporting the implementation of the EQAVET Framework and promoting continuous professional development across the VET sector.
