National Occupational Standards (NOSs)

Overview – Definition, purpose, and benefits of NOSs.

NOS specify the standard of performance an individual must achieve when carrying out a function at the place of work. In other words, NOSs are a nationally recognised criterion made up of documents, developed by experts from the industry and the various stakeholders (including employers). These benchmarks are there to ensure the best practices for executing one’s duties at the place of work. Apart from this, NOSs will also help people with continuous self-development and further their qualifications via micro-credentials.

NOSs need to have key components that often include performance criteria, knowledge and understanding requirements, and a consensus view of best practices. The direct benefits of such NOSs are that they contribute to consistency and quality across industries, improving workforce skills and enhance overall productivity and competitiveness.

Locally, NOSs are colligated to the Malta Qualifications framework and are compiled using the learning outcomes approach, which involves stipulating knowledge, skills and competences, according to the Malta Further & Higher Education Authority.

Development Process – How NOSs are drafted, reviewed, and updated.

Locally, NOSs are the responsibility of the Malta Further & Higher Education Authority (MFHEA). The Authority uses a learning outcomes technique that stipulates required knowledge, skills and competencies that are tied to the Malta Qualifications Framework (MQF). The Sector Skills Units are involved in the process. The latter is composed of various stakeholders hailing from the industry (the economical aspect), education, the government and social partners, who conduct reviews to ensure that standards remain relevant to reduce the skills gaps.

Guidance for Stakeholders – Practical guidance for educators, employers, and learners.

Stakeholders are guided to define standards by involving industry and users. NOSs are structured and designed to train and align the workforce and their capability with the needs of the industry. These are then reviewed by experts to ensure they reflect current practices and legislation.

NOSs are developed and reviewed by a cyclic dynamic. The cycle involves eight (8) stages.

  • Research and analysis of sector/occupation needs.
  • Functional analysis.
  • Identification of existing NOSs.
  • Development of NOSs.
  • Approval of NOSs
  • Maintaining relevance & currency of NOS.
  • Supporting the implementation of NOS.
  • Research and evaluation of NOSs.
