What are National Occupational Standards?

NQS are formal documents which describe the standards of performance, knowledge, skills, and competencies required to carry out specific job roles and functions within various sectors.

These standards serve as benchmarks for VET providers and are essential for designing training programmes, assessing competencies and certifying qualifications.

Purpose and Benefits

NQS play a crucial role in ensuring quality and relevance in vocational education

Clear Standards

Define precise competency requirements for specific occupations

Curriculum Design

Provide foundation for developing relevant training programs

Industry Alignment

Ensure training meets actual workplace requirements

Quality Assurance

Enable consistent assessment and certification across providers

Development Process

A collaborative approach involving all key stakeholders
1

Industry Consultation

Employers, industry experts, and professional bodies identify skills, knowledge, and competencies needed for specific occupations in the current labor market.
2

Standards Development

Working groups draft occupational standards, defining performance criteria, required knowledge, and essential skills aligned with the Malta Qualifications Framework.
3

Validation and Review

Draft standards undergo rigorous validation by stakeholders to ensure accuracy, relevance, and applicability. Feedback is incorporated before final approval.
4

Implementation

Approved NQS are published and made available to VET providers, employers, and stakeholders for use in program development, assessment, and certification.
5

Continuous Review

NQS are regularly reviewed and updated to reflect changes in technology, work practices, and industry requirements, ensuring they remain current and relevant.

Link to the Malta Qualifications Framework

NQS are intrinsically linked to the Malta Qualifications Framework (MQF), which provides a systematic approach under the responsibility of the Malta Further and Higher Education Authority (MFHEA) for describing and comparing qualifications.

By aligning NQS with the MQF, VET qualifications can be clearly positioned within the national qualifications structure, facilitating pathways between different levels of education, recognition of competencies, and the portability of skills across sectors and borders.
